Fleet Marks are resources you contribute to eligible fleet projects. Those contributions award Fleet Credits, which your character can spend at unlocked fleet stores.

Eligible Task Force Operations are a straightforward repeatable source. Check the listed rewards before you queue, because not every TFO awards Fleet Marks. Bonus Marks events can increase eligible mark rewards while they are active.
Fleet Action daily missions and some other missions or activities can award Fleet Marks. The exact amount depends on the activity and, in some cases, your performance.
Fleet Marks do not become store currency while they sit in your inventory. When an eligible fleet project accepts your Fleet Mark contribution, you receive Fleet Credits. Contributing other resources accepted by fleet projects can also earn Fleet Credits.
