Star Trek Online Fleet Ranks and Permissions
Member ranks. Appointed Armada staff.
What each rank means, how promotions work, and which of the 29 in-game permissions are enabled across supported fleets.
Rank progression
R1 is the starting rank. R2–R5 are earned through contributions. R6 and R7 are positions of responsibility.

Promotions: Every 10 days, each character's fleet contributions are checked for R2–R5 promotions.
Inactivity: There is no scheduled removal of inactive members. When a fleet needs space, leadership may review inactive R1–R4 characters. R5 members are protected from removal due to inactivity.
The Armada Officer role
An appointed, account-wide role with a shared purpose: practical support across every supported fleet.
Practical support for members and fleets
Armada Officers help keep supported fleets active and progressing, rather than concentrating only on their home fleet.
The work includes welcoming and recruiting members, slotting and filling fleet projects, replenishing provisions, answering questions and encouraging participation.
Officers bring different strengths and cannot be everywhere at once. The shared aim is reliable, hands-on support across the Armada.
Building coverage across every fleet
R6 is appointed by -PTF- Senior Leadership to an account handle, not earned through contributions. During each regular 10-day promotion cycle, every character on that account in a supported fleet receives R6.
Over time, Armada Officers work towards placing characters in every supported fleet. This gives the Armada people on hand to help with recruitment, projects, provisions and member support wherever needed.
R6 officers can temporarily demote a disruptive member to R1 to protect a fleet. They cannot remove members; serious problems are referred to R7.

In-game permissions versus authority: The ticks above show what STO technically allows, not permission to override -PTF- rules. R6 officers may handle ordinary member rank changes, but they cannot appoint other Armada Officers or grant R7. Those decisions remain with Senior Leadership.
Removing members: Only R7 can remove characters from a fleet. Fleet owners may remove R1–R4 members under the shared rules. Removing an R5 member requires Senior Leadership approval, and inactivity alone is not a reason.
Ordinary member access: All ranks can invite players, use fleet chat, contribute to fleet projects and use provisioned fleet stores. Bank withdrawals have separate limits.
